This seems to be a bug that I have reported at https://github.com/zdohnal/system-config-printer/issues/48.
You can download an updated version of some of the relevant packages fromhttps://launchpad.net/ubuntu/+source/system-config-printer/1.5.7+20160812-0ubuntu1/+build/10606657. (Download the .deb files, and install them using sudo dpkg -i system-config-printer*.deb). However, upgrading didn't fix this for me, so I am waiting for a response to the bug report.
